Finland needs a structured and long-term immigration policy to tackle demographic challenges and workforce shortages, according to a new report by Osmo Soininvaara and Jussi Pyykkönen, commissioned by the Finland Chamber of Commerce and Akava Works. The report proposes an “immigration agreement” built on a points-based residence permit system, a job-seeker visa, and reforms to humanitarian immigration and integration incentives.
