				HSL to ramp up plainclothes ticket inspections in 2025

Helsinki Regional Transport Authority (HSL) will significantly increase plainclothes ticket inspections throughout 2025. The initiative aims to prevent fare evasion and provide a more accurate picture of the extent of the issue across the public transport network.

Plainclothes inspections will be conducted on all modes of HSL public transport and will be carried out at a much higher frequency than in previous years.

Unlike regular inspections, officers conducting these checks will not wear uniforms, making it harder for fare evaders to identify them in advance.

Although inspectors will be in civilian clothing, they will carry an official inspection pass issued by the police, which passengers have the right to request for verification. Security personnel may also accompany inspectors during these checks.

HSL data and inspector observations indicate that fare evasion is significantly higher when inspections are conducted in uniform. Many passengers without a valid ticket reportedly recognize uniformed inspectors and exit the vehicle before checks begin. Fare evasion is estimated to cost HSL approximately €40 million per year.

“The goal of ticket inspections is to keep fare evasion as low as possible and secure HSL’s ticket revenue—not to issue as many fines as possible,” said Satu Koskinen, head of ticket inspections at HSL. “Inspectors are there for passengers, providing support and assistance while also contributing to the safety of public transport.”
