The Finnish government has proposed changes to the Conscription Act that would clarify the military obligations of individuals who have legally changed their gender.

Under the proposed amendments, individuals who have changed their legal gender from male to female would still have the right to continue conscript service and remain part of the military reserve.

Conversely, women undergoing voluntary military service who legally change their gender to male during service would be allowed to continue without interruption under the standard conscript system.

The Ministry of Defence said the aim is to improve legal clarity and ensure equal treatment regardless of gender status.

The proposal seeks to ensure that individuals recognised as female are not automatically exempted from service if they wish to continue. It would also remove any procedural barriers for those who begin service as women and later become legally recognised as men.

If approved by Parliament, the changes would create a consistent legal framework for gender-recognised individuals in relation to military obligations and rights.
