				Finland expands Kela reimbursements for private healthcare services

Kela will broaden reimbursements for selected private healthcare services starting 1 May 2025. The expansion covers physiotherapy, fertility and gynaecological treatments, and oral healthcare, with updated eligibility criteria and limits set by government decree.

Customers will now be eligible for Kela reimbursement for up to four physiotherapy sessions annually without needing a referral from a doctor.

No reimbursement will be provided for additional appointments beyond this limit, regardless of medical referrals.

The reform also updates Kela’s oral healthcare reimbursements. Customers can now claim reimbursement for up to two annual visits to an oral hygienist without a dentist’s referral. Those with a referral remain eligible for up to 15 visits over two years. Dental check-ups will continue to be reimbursed once every two years.

In fertility care, Kela will reimburse treatment costs when infertility stems from a diagnosed medical condition. Reimbursement applies to applicants under 43, with older individuals assessed on a case-by-case basis. Reimbursements for broader gynaecological care will also increase.

Kela will publish the revised maximum reimbursement rates on its website. The changes are intended to enhance access to essential and preventive care in the private sector while ensuring cost-effectiveness in publicly supported health expenditure.
